Solution: Found out AVG Anti-virus blocked x360ce from starting.

x360ce wouldn't open or nothing happened when I attempted to open/run the application in Windows 8.1.

Basicall got rid of the unused ports so they don't send any inputs to the PC. I did this because I saw the empty ports on the GC adapter have the analog sticks configurated to the bottom left if there is not controller plugged in.

Opened up Gamecube USB Adapter Driver window (the GC application) and clicked the configuration button > disabled Port 1, 2, and 3. Solution: Went into Steam Big Picture and setup the controller while the Wii U Controller application was running.
